Voters in Guinea-Bissau have approved constitutional changes that significantly strengthen presidential authority ahead of elections scheduled for December. Provisional results showed 70% support for the reforms, with turnout approaching 60%, although the main opposition party, PAIGC, boycotted the referendum and questioned its legitimacy. The new constitution allows the president to appoint and dismiss the prime minister and cabinet, create or abolish ministries, and dissolve parliament during a grave political crisis. It also reduces parliament from 102 to 65 seats and electoral constituencies from 29 to 12, while retaining the five-year presidential term and two-term limit. Military authorities argue the reforms will prevent recurring disputes between presidents and prime ministers. Critics, however, warn they could concentrate excessive power in the presidency.
