The Democratic Republic of Congo and the M23-led Congo River Alliance have agreed on a roadmap for negotiations aimed at ending the conflict in eastern Congo. The agreement followed five days of talks in Switzerland involving representatives from the United States, Qatar, Togo, Switzerland, and the African Union Commission. The parties also agreed on a standardized system for reporting ceasefire violations and plans to establish a mechanism for resolving implementation disputes under their broader Doha framework. Despite the diplomatic progress, fighting continues, with M23 alleging recent drone attacks by Congolese forces that caused civilian casualties. The conflict has killed thousands, displaced an estimated 5.3 million people, and destabilized North and South Kivu. It has also led to tensions between Congo and Rwanda over the latter’s support for the M23 rebels.
