China’s Hunan Province plans to expand economic ties with Africa, targeting $11.9 billion in trade with African countries by 2028. The province recently unveiled a new three-year action plan that focuses on 12 African countries and aims to develop about 10 major projects involving industrial capacity cooperation. Hunan has identified mining, automobiles and parts, construction machinery, medical devices, modern agriculture, and green energy as priority sectors in which it will cooperate with partner countries. The province plans to develop integrated supply chains, including mining equipment exports and mineral processing in African markets. It also plans to establish agricultural machinery centers and testing laboratories, expand agricultural trade, and support mining exploration, as well as an investment fund for African projects. The initiative builds on Hunan’s expanding trade with the continent, which reached roughly $8.6 billion in 2025.
