Angola Seeks to Open Local Bond Market

Angola is working to open its $18.6 billion domestic government bond market to foreign investors as the oil-producing nation seeks to diversify its funding sources and strengthen local capital markets. Toward that goal, officials are discussing possible inclusion in a new JPMorgan frontier-market local-currency debt index and plan to meet international investors in Luanda this month to assess demand. Although foreign investors can already buy Angolan debt, central bank approval and local banking arrangements limit wider participation. The government hopes broader access will reduce dependence on dollar borrowing and potentially lower funding costs. Meanwhile, the country’s finance minister projects that Angola’s debt-to-GDP ratio will fall to 48% by the end of 2027, supported by oil output remaining above one million barrels per day.
